Abstract：
Firstly regional technological innovation capacity evaluation indicators are set up. Then evaluation indicator weights on regional technological innovation capacity of provinces in China are determined by using coefficient of variation method. Comprehensive evaluation values and sorting values on regional technological innovation capacity of provinces in China from 2001 to 2007 are obtained and regions are classified according to maximal rank difference. Regional technological innovation capacities in China are dynamic evaluated and analyzed by using second-weighted method in order to grasp the trend of their development.
