The　investment　in　and　financing　of　an　agricultural　infrastructure　is　essential　to　agricultural　development.　However,　an　agricultural　infrastructure　is　a　weak　link　which　hinders　the　process　of　New　Socialist　Countryside.　This　paper　firstly　defines　the　concept　of　agricultural　infrastructure,　and　then　uses　the　agricultural　infrastructure　investment　and　financing　management　of　Fujian　Province　as　an　example.　It　uses　a　combination　of　quantitative　analysis　and　qualitative　analysis,　makes　argumentation　from　the　sides　of　both　government　departments　and　private　sector,　and　analyzes　the　current　situation　of　agricultural　infrastructure　investment　and　financing　management　of　Fujian　Province.　Then,　it　points　out　its　existing　problems　from　different　aspects,　such　as　the　amount　of　capital　investment　in　agricultural　infrastructure,　the　efficient　use　of　funds　and　the　management　of　funds.　After　this,　this　paper　puts　forward　some　corresponding　suggestions　on　how　to　get　rid　of　the　plight　it　faces.　©　2014　American　Society　of　Civil　Engineers.
