Scientific decision is normally based on the scientific data or valid information. The forest carbon sinks information of Fujian Province, China was simulated by the boreal ecosystem productivity simulator (BEPS) and validated by the field measurement sample from other researchers. Then the forest net ecosystem productivity (NEP) information was used to analyze the low carbon development situation of Fujian, with the gross domestic products (GDP) and energy consumption data. Finally, the valuable information was concluded: that the environment Kuznets curve (EKC) was not supported by energy consumption (or carbon balance amount) - GDP correlation analysis, while the U curve between GDP - carbon balance amount was discovered, and approximately 45% counties or cities in Fujian were proved 'low carbon cities'. This information may provide important incentive to local government for scientific decision making in regional low carbon development in Fujian under global warming background, for example promoting forest carbon activities and 'low carbon city'. © 2010 IEEE.
