Abstract：
行政机关的环境决策行为对环境可能造成的影响不能不引起公众的关注。鉴于环境问题的特殊性，有必要引导公众参与环境决策。公众环境知情权是保障公众参与环境决策的前提，要完善环境立法，明确规定公民的环境权，健全环境信息公开制度，建立健全公众参与的环境救济法律机制，保证公众参与环境决策途径的畅通。
