Abstract：
我国进入转型期之后,社会公共危机事件发生率大幅提高,这给社会稳定造成一定威胁,为此我国需要构建公共危机应对机制.其中非政府组织在社会公共危机应对中有着政府及市场所不具备的优势,但在我国的具体实践中,非政府组织参与公共危机应对还存在些许不足,需要探索新的出路.
