Abstract：
由于网络舆情自身的特点和应对网络舆情组织结构的特殊性,政府必须对自身内部的知识和跨组织边界的知识进行积极且有效的知识管理.知识模型是开展知识管理的基础和依据.本文引入系统科学和超网络的理论和方法,对政府网络舆情知识体系进行系统分析,构建了基于知识超网络的面向网络舆情的政府知识表示模型,并围绕该模型讨论了知识管理的相关应用.
