面对＂两高型＂企业所造成的环境问题,原有的＂命令-控制＂型环境治理模式显示出多方面的局限性.环境治理模式需要创新与转型,环境公共治理因其主体多元化、结构网络化、过程互动化,方式协调化的优点,应该成为我国环境治理的一种新选择.
