Abstract：
排污权交易是以市场为基础的保护环境的手段,能够实现环境资源的优化配置.目前,此项制度在我国仍处于试点探索阶段,排污权的法律属性乃是排污权交易制度建立的基础,因此,本文将着重分析排污权的法律属性,以期对中国的排污权交易制度的建立提供有益的参考.
