通过分析公众参与环境保护的内涵与理论基础依据,说明了环境保护中的公众参与的必要性.研究了我国公众参与环境保护的现状及存在的问题,借鉴国外环境保护中公众参与的有效制度与经验,并据此提出健全我国公众参与环境保护制度的建议.
