Abstract：
从传统经济学观点来看,政府在循环经济发展中能够扮演调控人、公益人、管制人、仲裁人和守夜人的角色,但由于＂政府失灵＂的存在,往往导致政府行为的＂不自觉折扣＂,从而阻碍了循环经济的发展。为此,文章提出一些建议和措施,以矫正循环经济发展中的＂政府失灵＂。
