Abstract：
公众参与是社区建设的动力。但在中国,社区建设经验不足,公众参与程度也相对薄弱。为此,要通过转变政府职能、建立专业化社区工作队伍、居民利益社区化等途径,有效消除社区建设发展＂瓶颈＂问题,增进中国城市社区公众参与的积极性。
