Abstract：
循环经济是在可持续发展理念下人类社会经济发展的最佳模式;我国循环经济立法存在着经济、观念和技术等阻碍因素;为促进我国循环经济立法的发展,笔者提出若干建议,如加强政府的作用、对社会主体责任的认定、经济激励措施的充分利用等等。
