市场失灵、 政府失灵和志愿失灵等成为地方政府与非营利组织建立良性互动的必要因素, 二者建立良性互动对政府、 对社会都有建设性的意义.由于地方政府和非营利组织自身存在的缺陷, 制约二者的发展, 更影响其互动关系的建立,因此可从六个维度构建地方政府与非营利组织良性互动关系.
