Abstract：
从传统经济学观点来看,政府在循环经济发展中能够扮演调控人、公益人、管制人、仲裁人和守夜人的角色,但由于’政府失灵’的存在,往往导致政府行为的’不自觉折扣’,从而阻碍了循环经济的发展。为此,文章提出一些建议和措施,以矫正循环经济发展中的’政府失灵’。
