政府应当满足广大农民对土地的渴望,在操作技术上减少环节、简化事项,提高效率.要真正实现＂耕者有其田＂的土地改革,作为领导改革的统治者需要两个重要的条件:一是正确的认识,二是雄厚的实力.在土改完成之后,政府要有一系列到位的配套措施来巩固土改成果.
