Abstract :
Pursuing the high-quality urbanisation and improving urban system reliability are the current goal of urban development. Urban resilience reflects the reliability of a city in coping with external and internal disturbances. Therefore, the urban system reliability can be quantified by assessing urban resilience. Simultaneously, urban resilience assessments can identify vulnerabilities that affect the urban system reliability. Based on this, targeted decisions are proposed to enhance the reliability, stability and safety of urban systems. This study constructs an assessment indicator system to quantitatively estimate the reliability of urban systems and develops a dynamic urban resilience assessment model by combining it with a dynamic network framework that accounts for time varying factors. The model estimates the urban system reliability from a resilience perspective and identifies vulnerabilities in urban resilience. The applicability of the model is verified using Fujian Province as a research case. The case study uses annual urban data from 2016 to 2021, which is outstanding in terms of data objectivity. The results provide important insights for practitioners and researchers in optimising urban resilience, improving urban system reliability and formulating urban development strategies.

Abstract :
It is well known that safety climate (SC) has paramount significance in safety science and accident prevention. In this paper, a bibliometric data mining is conducted to systematically review the research domain of SC. Overall, 1624 documents on SC are obtained, covering 4830 authors, 473 journals, 89 countries/regions, and 1766 in-stitutions between 1980 and 2021. SC has obtained increasing attention since the number of publications related to SC grew from 1 in 1980 to 188 in 2020. Based on the bibliometric data, network analysis was carried out to understand the relationship among different countries/regions, authors, and keywords. Safety Science, Journal of Safety Research, and Accident Analysis and Prevention are the major sources of SC publications, and the USA, Australia, and China lead scientific collaboration production on SC research. Then, text mining of publication keywords is used to identify the hot topics and the evolution of mainstream research over time in the SC domain. The dominant topics in SC research include culture, performance, safety behavior, and model. Meanwhile, the limitations of past research on SC are analyzed and the differences between SC and safety culture are discussed. Moreover, recommendations for future research on SC are also given based on the results of bibliometric analysis and existing literature reviews.

Abstract :
Information literacy has gradually become one of the necessary qualities in current and future safety practices. The calculation and assessment of information literacy of safety professionals is an effective way to understand their information literacy level. This paper, therefore, aims to evaluate the information literacy level of safety management personnel, for improving their ability to comprehend safety language/technology/information. Based on the theory of safety information systems and the characteristics of safety professionals, this study develops an index system to assess the information literacy level of safety professionals. The index system consists of five indexes: safety information demand consciousness, safety information acquisition ability, safety information evaluation ability, safety information utilization ability, and information ethics. According to the analytic hierarchy process method, the weight of the index can be determined. This developed method was implemented to evaluate the safety information literacy level of 40 safety professionals from four different corporations. The quantitative results of the fuzzy evaluation are in good agreement with the qualitative analysis results, indicating that the index system has excellent applicability and can be applied to the evaluation of the information literacy level of safety professionals. Besides, recommendations are put forward to improve the information literacy of safety professionals.

Abstract :
Many construction accidents occur in China each year, leading to a large number of deaths, injures, and property losses. Due to the outbreak of COVID-19, little attention is paid to construction safety, resulting in severe accidents. To prevent construction accidents and learn to how address safety issues in future pandemics, this study proposed an improved STAMP (Systems Theoretic Accident Modeling and Processes) model to analyze the collapse accident of the Xinjia Express Hotel used for COVID-19 quarantine in China. Through the application of the STAMP approach, the causes of the construction accident and the relationship between various causal factors are analyzed from a systematic perspective. The identified causes are divided into five categories: contractors, management of organizations, technical methods, participants, and interactive feedback. Finally, safety recommendations are drawn from this study to improve construction safety and safety management in pandemics.

In recent years, the frequent occurrence of bus fire accidents has caused public concern in China, impacting the safe operation of urban transportation seriously. A cross-sectional survey was conducted to evaluate the safety & security (S&S) level of attitude and knowledge in relation to bus fires among residents in Fuzhou city, Fujian Province. 200 passengers from 6 bus terminals and 10 bus stations were selected as study subject. The results show that the S&S attitude and knowledge differ by gender, age, education background, occupation, and the frequency of taking a bus. The educational level significantly influences the S&S attitude and knowledge of the respondents, showing a positive correlation. Similarly, the passengers who take a bus frequently are more likely to display higher S&S attitude and knowledge scores. The participants working in governments and serving as managers in companies scored higher in attitude than the staff and students. A minority of respondents are concerned with bus fire S&S in their daily lives. Many passengers pay not much attention to the safety instructions when taking a bus. Some suggestions are given to improve S&S situation of bus transportation. The research results can lay the foundation for local governments, bus transport operators, and relevant safety organizations to establish a series of safety policies or regulations with respect to bus fires. Due to the rapid development of scientific technology, human influence is considered as a dominant factor that affects the occurrence of various accidents, while the promotion of human reliability is useful for the reduction of human errors. In order to uncover the research characteristics and development trends in the human reliability research domain, a bibliometric analysis of scientific documents was carried out via the Web of Science Core Collection database. In general, a total of 1463 documents on human reliability were indexed between 1984 and 2018, covering 3287 authors, 533 journals, 71 countries, and 1364 institutions. The studies related to human reliability have a significant increase from the earliest 4 in 1984 to 137 articles in 2018. The USA, UK, and China made the three most contributions to the literature associated with human reliability research. In terms of the major sources of human reliability publications, Reliability Engineering & System Safety, Safety Science, Microelectronics and Reliability, Applied Ergonomics, and Ergonomics were the five most active journals in this domain. Park, Jung, Kirwan, Seong, and Zhang greatly devoted to human reliability publications. According to the frequency of keywords, the hottest topics in human reliability domain focus on human reliability analysis, human error, model, ergonomics, human reliability assessment, patient safety, and nuclear power plant, etc. The primary themes in human reliability research concentrate on the human reliability analysis methods, system reliability analysis, human error identification, and human performance in human-machine system, etc. Future research should emphasize human factor experimentation, cognitive model, the development of human reliability analysis methods, and human reliability analysis in information technology. It has been increasingly recognized that safety leadership can effectively contribute to organizational safety, so a lot of attention is paid to safety leadership studies in recent years. In order to understand the current status and development trends of research in safety leadership field around the world, a science mapping analysis of scientific publications on safety leadership was conducted via the Web of Science Core Collection database. Overall, a total of 238 documents on safety leadership were collected, involving 622 authors, 140 journals, 40 countries, and 388 institutes between 1999 and 2018. The studies associated with safety leadership have been growing from 3 in 1999 to 126 in 2018. The USA, UK, and Canada play important roles in safety leadership research, while further international cooperation should be strengthened in the future. Kelloway, Conchie, and Flin are the most active researchers in this field. With respect to the main sources of safety leadership publications, the Safety Science journal ranks first with 23 articles, followed by the International Journal of Psychology, and the Journal of Nursing Management. In addition, the University of Aberdeen (UK) is the most productive research institute with respect to safety leadership research. In terms of the frequency of keywords, safety performance, transformational leadership, member exchange, transactional leadership, and safety climate are the hottest topics in safety leadership research. The primary themes in safety leadership research concentrate on empiric supports of leadership on safety performance, various leadership styles applied in safety, specific applications of safety leadership in health care, and the correlation between safety leadership and safety climate. Additionally, there are new research topics appearing in recent three years, associated with psychological safety, authentic leadership, ethical leadership, charismatic leadership, empowering leadership. 结合当前国内严峻的安全形势,文章论述了加强大学生安全文化素质教育的紧迫性,并以福州大学为例,介绍了实施大学生安全文化素质教育的具体思路,主要包括开设大学生安全文化通识教育课、举办多层次的校园安全文化活动、指导大学生开展安全科技类创新创业训练项目、成立大学生安全文化协会学生社团组织等.实践表明,将大学生安全文化课内学习与课外实践有机结合,不仅可以有效提高大学生的安全素质,还有助于创建平安校园.
