Abstract :
Diverse ways have been presented for achieving urban balance and sustainability. The ecological city is one of these approaches. Consequently, the primary objective of this study is to identify and assess the effective variables in attaining an ecological city in the direction of sustainable development in the city of Jingzhou. Separating the effective criteria and variables for creating the ecological city and comparing the perspectives of professionals and citizens regarding the priority of these factors are additional objectives of this study. The current study has an applied objective and a descriptive data gathering strategy. In this study, a two-part questionnaire was developed in which Friedman's test was used to prioritize the effective criteria for attaining an ecological city from the people' perspective. The Analysis Hierarchy Process (AHP) was used to prioritize the aforementioned variables from the experts' perspective. The statistical population of the study consists of residents of the city of Jingzhou. A total of 384 individuals were selected as the sample. The analysis of data was performed using SPSS statistical software. According to the results, there is no substantial difference in ways in which residents and specialists prioritize the effective components for building an ecological city. Except for the sub-factors of the "physical" section (where the priorities are completely different among the groups) and the two "environmental" sections (where the priorities of the two groups are slightly different), the priority of the sub-factors is the same in the remaining sections from the perspective of both groups. According to the findings of this study, "independent and self-sufficient local economy" and "use of renewable energy" are the most beneficial components for creating an ecological city from the perspective of both inhabitants and professionals. In addition, among the indicators of Jingzhou city, the economic index is in a better position for the city to be ecological.

Abstract :
Under the background of an accelerating population aging process, China is facing the issues of a weakening household pension function and an insufficient social pension service supply. It is urgent to establish a perfect diversified pension service supply model. The theory of welfare pluralism advocates the participation of multiple subjects in social old-age services and emphasizes that social organizations play an important role in the provision of old-age services. This paper, under the perspective of welfare pluralism, discusses the problems and reasons existing in the endowment service supply in our country, and on the basis of the advanced international experience, it puts forward a new mode for resolving the problems in the endowment service supply, namely the "116 endowment service supply model". This mode advocates that a top-level design at the national level is necessary, together with cooperation among the community, family, workplace, folk society, market and school in the national endowment service information platform, aiming at building a unified, coordinated and complementary model of diversified elderly care service supply.

Abstract :
Industrial green development (IGD) is fundamental for curbing serious pollution and over-consumption of natural resources caused by industrial growth, while quantification of the IGD level has become instrumental in guiding further progress. However, three existing research gaps prevent a comprehensive and accurate evaluation of the IGD level. These gaps include the ignorance of the underlying conditions, lack of spatio-temporal comparability in the IGD indicator system, and absence of more reasonable assumptions within the technique for order preference by similarity to an ideal solution (TOPSIS) and slack-based measure (SBM) methods. The main goals of this study are to propose an improved evaluation framework to fill these gaps and to provide new knowledge by analyzing the IGD status, weaknesses, and spatio-temporal differences. With the collected panel data across 30 provinces in China from 2006 to 2015, the following findings were revealed based on the proposed evaluation framework: 1) both the performance and quality of IGD increased but their growth rates had significantly declined in the later years; 2) pollution abatement had the maximum improvement, followed by low-carbon production, resource reduction, and economic operation; 3) coastal provinces had higher performance and quality of IGD than inland provinces, especially for low-carbon production and pure technical efficiency; 4) provinces with higher IGD performance usually had higher pure technical efficiency, but not scale efficiency; 5) the traditional evaluation framework either significantly overestimated or underestimated the IGD efforts in some provinces. Our findings highlight the importance of differentiated policies between coastal provinces and inland provinces or between high-IGD-performance/quality provinces and low-IGD-performance/ quality provinces, as well as call for effective measures in response to slowing growth. Moreover, our methodology can comprehensively and accurately evaluate the IGD level by applying an extensive process considering underlying conditions/inputs, a spatio-temporal indicator system, and new integrated methods.

Although China has made a lot of achievements in Energy Conservation and Emission Reduction (ECER) initiatives currently, the continued reduction in the ECER space has gradually become one of the bottlenecks hindering the construction of ecological civilization. It is thus imperative that all levels of government develop and introduce more effective policies and measures to further drive the potentiality exploitation of ECER. The purpose of this paper is to examine which policies are more conducive to improving regional ECER levels. By taking Fujian Province as an example, the paper builds an ECER dynamic model and provides integrated incentives from six dimensions including fiscal, tax, emissions trading, finance, industry and technology, and examines their policy effectiveness. The results show that: (1) In the single policy scheme, the tax policy is the most effective, though such effect is less than that of the policy combination; (2) With the increase of the category and quantity of policy combinations, the synergy among policies is so significant that ECER effect is expected to be remarkable; (3) Within the scenarios of policy combination, the technical policy has not contributed to obvious performance improvement, because it requires a longer lag phase to truly experience a prominent innovation spillover of clean technology. This paper elucidates theoretical implications by enriching the social-economic system and underscoring the critical importance of public incentive for the ECER initiative. Also, the findings carry managerial implications by guiding companies to carry out more targeted green and cleaner production activities and providing a valuable reference for the government to make ECER policy.

基于区域差异视角,将福建省按地域结构划分为西北高山地区、山海过渡地区和泛沿海地区三大类型.在分析三大类型地区发展循环型农业的推动因素和制约因素的基础上,分别提出三大类型地区适宜的循环型农业发展模式:西北高山地区可探索构建种养加发展模式和循环型林业发展模式,山海过渡地区可探索构建多因素循环链接和三大产业融合共生模式,泛沿海地区适宜发展循环型海洋渔业模式和生态休闲农业模式;同时,以相应的地区、企业为案例,探索循环型农业发展模式的具体运用方式.最后,从组织保障、科技创新、人才队伍、政策体系等角度,提出福建省循环型农业发展的保障措施.

[目的/意义]作为协调流域生态系统内各方利益主体的重要手段,科学合理的流域生态补偿机制有助于实现全流域资源环境与经济社会协调发展,变"绿水青山"为"金山银山".当前我国传统"过程"视角下的流域生态补偿机制制约了制约了我国流域生态经济的良性运行.[设计/方法]从流域生态系统利益主体角度出发,秉承权责一致、公正公开,共建共享、多元参与,政府主导、市场主体,补偿先行、扶贫并重四个基本原则,构建起"政府引导、市场运作、社会参与、沟通联结、系统运行、科学管理"的流域生态补偿机制.[结论/发现]该流域生态补偿体系有助于实现我国流域生态补偿机制的市场化、多元化转型,推进我国生态文明体系建设.

本文选取跨省域农村"老漂"这一群体为研究对象,运用访谈法对30名农村"老漂"进行深度访谈,梳理目前跨省域农村"老漂"在福州市养老过程中存在的问题和反映出的政策瓶颈,综合分析得出破解路径。重点从改变户籍制度,享受更多老年福利、出台政策规范电动车出行、推出专门针对老漂的福利住房、出台政策大力推广普通话以及推动社区开展关爱农村"老漂"的系列活动等方面入手,优化政府职能,更加关注农村"老漂"群体的迫切需求,从而提升这一群体的获得感和幸福感,有效解决该群体的养老问题,使全民共享改革发展的成果。

Abstract :
社会资本是提供社会福利的重要主体之一,而社会资本进入养老服务领域,对于养老模式和社会保障福利的变革都有重要意义。通过对社会资本参与养老服务进行研究有助于补全政策短板,化解风险矛盾。此研究以福州市六城区为主要研究对象,重点探讨了福州市在推动社会资本参与养老服务过程中存在的主要问题,并探究其深层的原因。在调研数据基础上,针对存在的问题提出具体有针对性的解决方案,这不仅有助于福州市养老服务工作的快速推进,也可给市情相似的城市提供借鉴。
