Abstract ：
This innovative study investigates the novel realm of video information interventions and their transformative role in shaping public perceptions of waste-to-energy (WTE) incineration facilities. A behavioral survey experiment with 127 participants aims to uncover unique shifts in attitudes toward WTE incineration facilities, offering fresh insights into the impact of video information interventions on public perspectives. The study reveals two distinctive outcomes. Firstly, it highlights the unprecedented influence of video information intervention in shaping public perceptions of WTE incineration facilities. This intervention emerges as a dynamic force adept at presenting a nuanced and balanced view that mitigates potential negative impacts and encourages a more comprehensive understanding of the technology. Secondly, a novel perspective is introduced on the relationship between public perception and acceptance, emphasizing the intervention's innovative role in reshaping opinions. The research, therefore, signifies a major change in the governance of potentially risky facilities. The empirical evidence highlights the novelty of video information interventions as crucial tools for effective risk communication and community engagement. By paving the way for positive public perceptions through innovative interventions, the study contributes to the sustainable development and acceptance of such facilities as WTE incineration, marking a significant advancement in societal and environmental goals. © 2025 Elsevier Ltd

行为扩散与信息扩散的动态耦合是一个跨学科的研究问题.面对突发事件时,消费者感知到的威胁是由信息过载驱动的恐惧,其中谣言发挥关键作用影响购买决策.政府如何减少谣言的负面影响,控制恐慌性购买已成为社会网络中的一个关键问题.精细的数学模型对理解这种复杂动力学系统具有指导意义.因而,文章创建了一个通信-行径双层网络模型模拟政府干预下恐慌性购买的通信层与行径层之间动态耦合的扩散过程.结果表明,政府干预可以遏制谣言和恐慌性购买,增加政府干预对谣言的渗透强度,能够显著提高谣言和恐慌性购买爆发的阈值.更有趣的是,通信层与行径层二者交互反馈;当行径层节点发生恐慌性购买,通信层该节点的邻居相信知识的概率减少;当通信层节点为相信知识状态,行径层该节点的邻居参与恐慌性购买减少;相信谣言/相信知识的平衡密度与参与恐慌性购买的平衡密度之间具有高度相关性.

[目的/意义]为强化政府风险治理和应急准备规划,提升应急预案的质量和城市公共安全应急管理水平,运用故障树分析法(FTA)对应急预案的完备性进行评估.[设计/方法]首先,以应急管理全过程理念为基础,建立标准故障树结构;其次,以福州市为例,将量化的标准故障树结构与该市现行的《危险化学品槽罐车运输事故应急救援预案》进行对照,对预案中缺失的基本事件进行排查,根据排查情况评估应急预案完备度;最后,依据完备度评估的逻辑分析过程和得出的量化结果,为该应急预案的优化提出了针对性的建议,也为相关领域内同类应急预案优化升级提供参考和借鉴.[结论/发现]可从应急预案的总则和总体分析、风险监测预警预防、善后工作、宣教培训与演练和预案的附件这五个方面对应急预案进行优化升级.

【目的/意义】有效的自然灾害治理依赖于政策工具的科学选用。【设计/方法】采用内容分析法,按照样本选择、构建分析框架、政策条文编码及统计数据分析等步骤,对中央政府发布的自然灾害治理政策文本进行筛选和逐条编码,从政策工具(X)-灾害治理全过程(Y)的二维维度对最终形成的638条编码进行计量和分析。【结论/发现】结果显示,我国自然灾害治理中存在强制命令型工具使用过滥;政策工具在灾害治理各环节使用失衡;政策体系不健全等问题。未来应该提高市场激励型政策工具的使用比例,丰富信息化政策工具的内容,扩大社会引导型工具的范围,发挥自然灾害治理政策工具间的合力;合理搭配政策工具,加强应急演练以不断优化应急预案;加强政策工具在恢复重建阶段的使用;推动制定自然灾害治理基本法,完善自然灾害治理政策体系。

This paper presents a new gait recognition approach (DR-KCDML) to enhance the recognition performance for randomly arranged unlabeled cross view gaits. Existing methods always require the label information or assume corresponding gait samples under different views originate from the same person. Our method learns original affinity between cross view samples by dictionary representation. Moreover, the gait samples of each view are mapped into a higher dimensional feature space by nonlinear mapping determined by the kernel function. Theses make DR-KCDML can preserve the obtained cross-view affinity relationship and nonlinear characteristics of original cross-view gait data. Experiments on the largest multi-view gait database, i.e., CASIA-B, show that our approach is effective against view change in gait recognition. © 2018 IEEE.

20世纪70年代伊始,世界各国陆续推出了各类巨灾相关的保险制度(Catastrophe Insurance),既包括以政府为主导的新西兰地震保险机制,政府主导、市场运作相结合的日本地震保险机制,也包括以市场为主导的美国加州地震保险机制.巨灾保险制度对提高社会风险意识、减灾减损、服务城市社会治理、增强人类社会韧性度发挥了关键作用.近年来,由于我国经济增长,城市化进程速度加快,不确定因素增加,自然灾害和人为灾难发生率有所提高,降低人类脆弱性的需求增加、保险行业供给不足等困境凸显,借鉴国际巨灾保险制度发展经验,有助于建立符合中国国情的巨灾保险保障制度.

改革开放以来,我国处于社会快速转型关键时期,政府行政效能的提升不但为高效政府、服务型政府的建设奠定了基石,还是我国整体发展的一条必经之路.通过分析我国政府效能建设现实困顿,运用行政生态学理论从经济环境、政治环境、社会文化环境、符号系统和沟通网络五个方面梳理政府效能建设困顿的生态环境因素,得出我国政府效能建设的几点优化启示,包括打造稳定有序经济环境、完善民主政治制度、加强公务员素质建设、创建及时有效的沟通路径、提倡政府符号系统构建以及加强对社会组织的规范化管理.
