Malmquist　index　was　firstly　researched　by　Malmquist　to　compute　the　production　indexes,　after　that,　many　scholars　applied　the　Malmquist　indexes　to　measure　DEA　dynamics　and　efficiency　analysis.　We　dismember　the　Malmquist　index　into　three　parts,　i.e.　technical　efficiency,　production　utility　efficiency　and　scale　efficiency,　and　use　DEA　model　to　calculate　them,　at　last,.　we　use　this　method　to　analyze　the　input-output　efficiency　of　science　and　technology.
