Abstract：
本文在阐述奎德政策分析理论主要内容的基础上,从奎德所提出的公共取向的价值观、政策分析过程、政治可行性和对政策分析人员的培训四个方面进行分析,论述奎德政策分析理论对我国决策科学化的借鉴意义。
