Abstract：
通过分析公众参与环境保护的内涵与理论依据,说明了环境保护中的公众参与的必要性。通过研究我国公众参与环境保护的现状,存在的问题,借鉴国外环境保护中公众参与的有效制度与经验,并据此提出健全我国公众参与环境保护制度的建议。
